What does the Credential Manager (VaultSvc) service do?
The credential manager service saves user names and passwords to other computers on your network or websites so that when you access them later your computer will automatically log in to them.

First off, I have to say that it’s best to leave service optimization up to Microsoft. With that said; if don’t need the ability to automatically log in to networked computers or websites, you can disable the credential manager  in Windows 7.
