Windows Vista Web Filter

The Parental Controls web filter rates the content of websites, and it can block some websites based on the content categories you decide are objectionable. Turning on the web filter should significantly reduce the number of objectionable websites your children might view.
Note: Before you can turn on Web Filtering for a user account that account needs to have Parental Controls turned on. Learn how to turn on Parental Controls with the Turn Parental Controls on in Windows Vista [1] guide.
Allow and block specific websites
Block web content automatically
The web filter can automatically block websites for you. All you have to do is set the level of protection under Choose a web restriction level.
If you don’t want the user downloading files check off block file downloads.
